I would like to point out two points in our terms and conditions that affiliates need to be aware of when joining the PAW network:

We are not able to guarantee the stats that we receive from the rooms, nor can we guarantee 100% accuracy for each reporting day. This is why the earnings are not final until the statements have been issued.

We do not earn any profit when affiliates send through fraudulent traffic. We go through pain-staking measures each month ensuring as much as we can, that the traffic that is sent is legitimate or of decent value.
If we wanted to make a profit off fraudulent traffic, we wouldn't even have these measures in place. It helps nobody if we allow for something like this to happen. It tarnishes our reputation, our deals may get dropped, and thus affecting affiliates.
And once we have received a response from a room that a tracker ID has been flagged, we seek a satisfactory explanation (from the affiliate) on why this may have occurred, failing which, the affiliate can be banned from the network.
PAW does not want fraudulent affiliates on our network, as it's a waste of our monthly resources. A lot of time is used to check each room, and each tracker, making sure that no one is jumping on for a free ride whilst other affiliates are doing the right thing. Even if that means that we won't get the cut that this sort of traffic might bring through.
I do not wish to keep this going back and forward because we are doing the right thing for the whole network. It doesn't help that you completely avoided explaining that the players had cashed out as soon as they reached the CPA minimum requirements or why they had originated from the same PC.
In future, prior to "pre-paying" your partners, perhaps you may wish to do some sort of validity check on their credentials.
It seems that one of them might have been the cause of all this duress, all to get the payments that you had promised them. and thus, justifying our reasons for not allowing incentive marketing on the network.
Or you could have even taken advantage of our sub-affiliate system, where the responsibility for that traffic might not have been on the referring sites instead. Or even perhaps enquired with us if this form of promoting was allowed on the network.
