I may well be wrong but it's the only logical explanation that I can come up with for their new terms.

At the same time, why can't they just ignore / low prioritize the emails from the affiliates that are wasting their time. Drop the affiliates wasting their time that aren't bringing them anything if need be, but who knows, maybe these people will be their biggest money makers in years to come. I try to contact my affiliate managers as little as possible (ie. only if there is a major problem). Everything else should be automated on their end.
Even a smaller affiliate bringing in $50 a month (around $250 revenue for them every month) should be looked after. 100 people doing this is still $25,000. If they need more people, they could easily hire someone part-time to look after these people for a small amount.
Resources shouldn't really be a good excuse.
