... at the very bottom right is a link to "Submit Your Video" where you'll first need to create an account, download the video uploader, and then upload your files.
Google prefers that you encode the video files using mpeg-2 or mpeg-4 codecs with mp3 audio, although they will accept any format.
The file is then uploaded to Google Video and given an ID # that corresponds to its location on the server. similar to this one:

People visiting Goolge Video will be able to download your video in Windows/Mac, Video iPod, or Sony PSP formats, send a link to their friends, find more videos from you, find related videos, or follow the link to your site.
More importantly, both you and they can click the "Put on Site" link for the HTML code that needs to be cut and paste into a webpage to display the video.
No additional server costs needed because Google hosts the video for you, just place the code on your exisiting websites and you're ready to go. Plus, you get the additional benefit of having your videos searched and indexed on what could become the best video search engine on the planet.
