This post is old, but I have a solution for people moving paypal money to other sources.
Open up a Epassporte Account.
Use your Paypal debit card to fund your Epassporte account.
You will also get your bonus from paypal for a purchase not requiring a PIN.
Now you can fund your Party Account, withdraw it to your neteller account or however you want to do it.
