Blog PR vs Site PR?

Probably a stupid question, but does the value of PR of a blog differ from a site?
I know they get slightly better rank because of link structure ect. I don't have a blog (yet), and I don't know much about them in terms of SEO, but I've noticed many poker related blogs, with not much content (in comparison to bigger sites), but getting much higher PR score. My main point is if you are to link with a PR 7 blog, is it different to a PR7 site?

No, it's the same formula, but bloggers tend to link to other bloggers.

A blog's just another website, but it uses a content management system that organizes the content according to date, and sometimes by topic.

Sorry, that was a typo. Should have said, "by topic". (i.e. categories)
