US affiliates not being paid now?

[Holis]

I just got this email from Hollywood and am trying to figure out if I will be paid my commissions after November 1st.

Dear Holis,
As a result of Friday’s new legislation being signed into Law by the
President of the United States, November 1 will be the last payout to
Affiliate US-based Neteller accounts and on US play. To ensure payment
moving forward, you must provide us with your international address and
account details so that we may continue as successful partners.
Please visit www.HollywoodAffiliates.com to update your personal details.
Feel free to contact us with any questions or concerns you may have.
Regards,

Just got this response:

Hi ,
If you are based in US, we will not be paying out to any US account. You
will need to set up a non-US account with a non-US address. Moving forward
after the next payment, we would hold your funds for you till such time as
you were able to provide the necessary non-US contact details.
