It really depends on how strict the University is. I work with University logos all of the time because I do website design for a few of the University of Arkansas websites. Usually their main concern is that you are putting the appropriate copyright, trademark, etc symbols on the right logo. Generally, most Universitys require their permission before you put their logo on anything and most likely they'd say no to putting it on a poker advertising flyer, but it's really up to you. They might hunt you down, they might not.
