Maybe Im missing something....
Why was there this huge rush by sites like Full Tilt to scoop up the American players??? When the bill gets signed over in 2 days, the players will still be able to play, but what happens when they run out of money in their Full Tilt account? They won't be able to play again...
Am I missing something here, or was there a reason to get all of these American players?

I think the point you missed is that it really won't be that difficult to get money into accounts. As I understand the bill ( I may be wrong), the banking institutions have 270 days to figure out how to block gaming transactions. How much money could the biggest room online make in 270 days??? Even if they later decide to comply, they could possibly make 300-400 million while being in compliance with the law.
There are legitimate businesses like Moneybookers for example, that do a lot of other payment processing besides gambling. Once money is in a Moneybookers account, how are they going to regulate incoming and outgoing transactions?
Also, it is unclear how companies like Neteller, will be affected. Because, they technically are not a Gaming company so it wouldn't be illegal for US banks to transfer money to Neteller, and with Neteller being completely offshore they are not obliged to follow US laws, but rather the laws of their own jurisdiction.
I'm obviously not a lawyer, but I believe the current language of the bill will be very difficult to regulate.

A piece of paper is signed in two days. Aside from some things being illegal that weren't, the only behavior changes should be self-imposed (like Party). US players will sytill be able to make deposits to sites that take them.

So if its only gambling transactions that are illegal in the US would it not be fair to ask how the US govt is going to to check each & every individual Neteller transaction & ensure its from the likes of ebay & not a gambling company?

Are the US govt going to just attack sites accepting US money. Are they covered under jurisdiction? Why has party stopped affiliate payments? Is it because they will under no circumstance accept rake from a US player as of 2nd Oct.
If any US player has lost money since 2nd October, is it not just as fair to ask for a full refund & claim a glitch in partys system? They are making the rules now to suit themselves.

? What makes you think that they cant re-fund FullTilt accounts?
I thought they were pro usa?

Full Tilt might institute a policy of not taking more deposits after the signing, but that doesn't relate to anybody else, or really make much sense.

They can't. It's not and will not be illegal to transfer money to an institution in another Country. In fact it's protected by The Constitution.
The only thing the US can do about Neteller is force them into not transacting with gambling sites by intimidating the Country that Neteller resides to make similar laws. Otherwise Neteller is free to do what they want according to laws in their Country. We, as Americans, also have the right to maintain offshore accounts including an account at Neteller and use it to purchase goods or services.

Neteller is based in the Isle of Man which is an offshore haven under the UK crown that is just off the coast of the UK.
Isle of Man is actually undergoing a big push to attract Gaming companies to setup there - so I highly doubt the US will be able to get them to stop Neteller.
And they won't get any help from the UK government after they f**ked us in the ass and wiped billions off the london stock exchange with this corrupt law.
