Law Passed - Where do stand now?
So what are the chances that this Law does not get signed?
What do you do as far US players for next 3-6 months?

Not Passed Yet, but it will be....
Mr. Bush has to sign this bill into effect before it actually becomes a law.
Chances are that it will happen.
However, Online Gambling is illegal for US Residents anyway. This really changes nothing due to the fact that most people sign up using NetTeller or FirePay or some other 3rd party Offshore Site anyway.
This bill was 10 years in the making and it really shows if you read it good. It stops banks from sending money to known offshore gambling sites and holds them liable if they do not comply. However, Sending money to like a PayPal, NetTeller, FirePay, etc they can do nothing about being that this companies also use other products/services that they promote/sell.
So, to the point - It may be a big media deal, but for those who use NetTeller now, it is a mute bill

If gaming companies decide not to take bets from US players then all registered players will have to do what? Register as a new user in another country? If it actually works this way this could be a cash cow for the poker and gaming sites if there are no affiliates to pay for the new player.
It may be an idea to find out how some of the major sites will deal with this issue before it happens. We could as affiliates send out an email to our users to tell them what to do to insure they sign up correctly.

Those tiny minority of players who set up a UK bank account and UK address will still come from somewhere, meaning they could be sent via an affiliate. This is probably the trivia of the trivia at this point though. As long as some cardrooms take US players, there will be almost none who jump through hoops to play at a non-US one.
"We could as affiliates send out an email to our users to tell them what to do to insure they sign up correctly."
Any US citizen who sends out such an email is setting himself on fire to get unwanted attention. Non-US affiliates could benefit from this though, as long as you never travel to the US.

None of these tactics will help if the DOJ starts to lean on the ISP's, and say "Here are our top 100 gambling domains, don't allow traffic to them". If they crack you won't be able to access the site in anyway from USA so any ploy for neteller or firepay or anything will be useless.

I dont believe that that is true. I am not sure that an ISP can really prevent an Address to be blocked. Do you know of any sites that are currently blocked by the ISPs? Again, I am not sure that is possible.

Definitely possible for ISP's to block ip addresses. China does it regularly to sites they don't want viewed. While I was travelling in China a few years ago, CNN.com wasn't available, but sites like the BBC were.

Yep, and China took it one step further. The gov't leaned on Google and actually got them to hand edit the gambling serps.
