I'm pretty sure Pokerstars used to allow it (only for T$/W$ traders) but then banned it a few months ago.

Hi,

As you may know, PokerStars uses two tournament "currencies", T$ and W$.

T$ can be used to enter any tournament on the site, but cannot be cashed out and cannot be used in cash games. W$ can only be used to enter tournaments under the "Events" tab, and for no other purpose.

There is a T$/W$ trading tool built into the PokerStars client. With this, players can buy and sell these types of currency, and there are several services out there that do this on a large scale. If you google:

You can find several companies and players offering this service. Provided they make the trades through the PokerStars client, it's not a scam, although these transactions are player's responsibilities.

These services are potentially helpful for PokerStars, and so a few of the providers have been allowed to advertise themselves on tournaments where T$ and W$ are awarded. They're allowed to post their message once per tournament, and anyone who contravenes these terms has the privilege removed. This rentacoder thread is for one of these service providers.
