Can links from completely unrelated websites hurt you at all? Are you better off without a link than a link from say homedepot.com? Obv i'm not going to trade links with unrelated sites but say they're giving free one way links, am i better off with or without it?

I wouldnt consider it hurful but as you say i wouldnt consider it a good link exchange. Linkfarms are considered bad one way links, etc So I wouldnt worry about it. The worst comes to the worst it will only be discounted

It won't hurt you at all. Surely in the example you provided (homedepot.com) it would help you because that is such an authoritave site. It wouldn't make sense at all if those links could hurt you because competitors would just simply outsource companies to do link building that would hurt competitor's sites.
Of course, the best links to get are one-way, authoritave links from a highly related site. Everything else comes after that.
