I think you would have to get a pretty strong message to convert to make it worth your while to spend the $$ on the chips. I think they would obviously be kept more than say flyers or even business cards, but they are pretty expensive form of 'mass marketing'.
With that said, we use customized poker chips for a local poker club as prizes for players... they seem to really love them.
If you had a targeted audience to give chips out to, then it might be a better venture.
The last place we ordered our chips from was pokerchiplounge dot com and they were reasonably priced and the quality was good.
