You know this whole duplicate content crap is a joke. Site scrapping and copying a site is totally wrong and bad. But on the other hand there is nothing wrong with having the same article on different sites.
Some may disagree with me but from what I understand of Google is that if the change within the page is at least 11% percent you are ok.
This includes all code and text so if you copy an article that is free and you have the rights to copy, and place it within your template there is a very low chance that Google will penalize this is unless you are copying the entire page. Also do not do this too often. Using a few articles is ok but you really should work on original stuff or you'll never get any good hits with the Search engines.
