You shouldn't build an affiliate business model around rogue or unproductive affiliates. (Bad and unproductive are different, but they both don't deliver profitable players.)
The majority of affiliates who deliver more than ten players in their lifetime have zero problems with CPA. Forcing new affiliates to take MGR just means a cardroom will lose productive affiliates while getting a bunch of lame ones who will never work out on the long run.
