Its not that the winners of Iowa determine the outcome, its simply a launching point. Since it is the first primary, candidates use it as legitimacy "Winner of the Iowa Caucus."
Everyone wants to back a winner. People that know little about the different candidates will jump on board with whoever won for their party. A candidate with a strong launch in the caucus can use that as an advantage in any following primaries.
