This is exactly what is done in many industries. In lot's of other industries buyers simply do not accept and do not pay for work that is done below standards. I'm not sure what the breakdown per language was, but PSO should pay for some portion of the Russian translations if they are using them. You can't accept something, and still not pay for it. So, if they are able to use 60% of what they've received, they should pay accordingly.
PSO should have had people to check the work simply because that's what a smart company does, but it's still not their responsibility to tell the translator everything that is wrong. If they say "it's screwed up, fix it" then the translator should've hired people to redo the work properly. Did the translator offer to pay for time spent by PSO to proofread? No, it was the job of the translator to do that and he shouldn't expect it from his client.
