There are PLENTY of other "this is not how to do business" lessons here on both sides, but the basic issue is straightforward. You simply have to pay for what you have contracted for, and certainly don't deduct a 'do it yourself' to fix what the contractor is offering to fix.

The only way to look at this is as if we are talking about an article on pre-flop strategy. If the author turns in some looney strategy, you still have to pay what you agreed, but you don't use him anymore.

This is exactly what I want to say. They really have no leg to stand on when I offered them to correct the docs a lot of times and they didnt sent any. The most annoying thing is- when they told me to do the proof reading and correct the docs, they didnt said that they will deduct the money. Only after I agreed to do the corrections and emailed them again n again for that, they told me that the rest of content is a lot better and they will send the docs if they need to be re-done. And still no docs, only the 15k$ deduction! Amazing!
