Hey Jeremy,
If you have image ready and photshop, you can easily create animated banners (image ready i think is included with photoshop).
Create your banner in photoshop and make the different animations in separate layers, when done save as a psd (keep layers intact).
Then in image ready open up the psd and for each frame of your animated gif, select the layers you wish to have visible.
It's not a detailed guide but with a little fiddling im sure you can create an animated gif using photoshop & image ready.
